Esppiral, does this affect the FPS due to it having to show more of the world? Will it cause lag?

Where can I buy Dreamcast compatible 99min CD-Rs? I've heard terrible things about the Banana and Media Range brand.
I've heard of these Number brands but for the life of me, I can't find these anywhere online.

I'm wondering if all external DVD/CD burners are 99min compatible and will burn a file onto a 99min CD?
Or is it just some that are compatible and some aren't?
