Normally you just have to press B to cancel any lock-on. Never had any glitch like that on nullDC.

It's room 222. After Burner can be found in the Phoenix Bldg, you can't miss it on your way to Rod. The two QTE machines, like already said, can be found in the Orphanage. Space Harrier and OutRun can't be played in Kowloon. They just don't have them there.
