Fan translations tend to remain very niche and pirated. Well Yu Suzuki said he wanna make Shenmue 3 together with the fans - and making a game...

My wife's best friend is from Yokosuka, so we've been there pretty often. Besides Shenmue memories not that much of an exciting town. The good point is that it's not far from Tokyo, about an hour by subway.

15 million... I think that would have been highly unrealistic. The worlds most funded project ever was the Pebble time watch - around 20 million. But there you got a piece of hardware which was pretty much like the apple watch - just long before that - for 159 Dollars. And their funding goal was 500...
