In KoF 2002 Dreamcast, the menus are in English. The only parts that are in Japanese are the winquotes and the saving screens. It's very easy to figure out.

When it came to my imports, it was a matter of finding the right place and the right time to buy. If I bought it right away (like I did for Capcom vs. SNK 2 and King of Fighters 2002), it would cost me $80 CAD. Although, if I waited long enough, or if I traded some of my other Dreamcast games, I would pay as low as $40 CAD.
