nah they've kinda been hinting at it. plus it really is time, its been almost 6 years.
The 360 and ps3 are forcing developers into a corner, in a few different ways.
First and foremost they're royally fucking up the pc market. More and more developers need to water down their games or developing them for consoles then porting them however they do so with gameplay styles that are made specifically for mouse/keyboard setups.
second, games are getting closer and closer to the size limitations on blu ray, and alredy way past the limitations of dvd this whole digital wave really seems like a stupid idea. we need new media formats and oversized hdd aren't going to help unless we're maybe talking about an ssd, but that would mean a return to cart based media (wow i just said that aloud.)
in terms of costs I like nintendos approach, it really shows why they're the tops. They're building all of their handhelds/consoles in a way that makes them easy to develop for. By making it basicallt the same setup as the gamecube anyone who has tools or ideas based on the gamecubes setup can move the project to wii (and now 3ds and cafe) without too much of an issue. Moving a game from ps2>ps3, saturn>dc, or xbox>360 meant totally restarting.
super paper mario got moved from gcn to wii without a hitch by intelligent (while they were making 2 other games) and the sequel got moved from wii to 3ds. This was all intentional, it lowers costs and makes developing long term tools easier and less of a risk. It also makes backwards compatibility really easy.
Truthfully ninteno is where technology should have been this gen. Sony and MS tied to be like pc and thats pat of why they both have a shitty build quality and both have waaay higher failure rates then they did with their other consoles. pcs have always been stronger then consoles, this whole load of bullshit, games being ported to pc, is bad for everyone involved. Thats also why companies are spending a whole lot more on development and seeing less back, they're trying to make the sears tower with sticks and string, they're making their games very pretty but not providing enopugh of a foundation for them to un they way they should. hence in gears 2 it takes 20 seconds for the first layer of textures to load, and 10 secs more to load the last layer on every cutscene.
