woman on the cover of the Shenmue Original Soundtrack?

I was just curious.. anyone know who exactly that woman is with Ryo on the cover of the Shenmue Original Soundtrack?

It seems like it might be Shenhua, but the clothes are of a very un-Bailu-Village-like style; they almost seem like the attire of a nobel.
And you can't quite see if she has long hair in the back..


I wonder if maybe it's another character from Shenmue 3..?
