did sega ever make Shenmue toys?

No, they didnt. those were just VERY VERY rare dolls that were created a long time ago. no REAL toys... because this world is a fucking stupid place.

Toys, Dolls, merchandise, however you call it - there HAD been some stuff (mostly from Shenmue2), unfortunately it´s nearly never available outside Japan - So if you got a figure, you´re probably a lucky dude.
BTW: These Toys/Dolls/Stuff wasn´t made by Sega, it was only licensed by sega.

There´s a lot of stuff available (In Japan at least) - I´ve seen Shenmue Phone Cords, Figures, Phonecards, Postcards, Stickers, Posters, mugs, watches, and so on...

You won´t see most of this stuff unless you live in Japan (and even there it´s getting rare these days...)
