Can the full arm break fire be used only once per enemy?

I've noticed when sparring with fukusan and fighting stronger characters like chai... if you do the input for arm break fire but never follow up, you can keep using it. But if you do the followup once, you always get blocked when attempting to do the move again. Can anyone confirm/deny?

Nvm, this phenomenon seems to only happen in nulldc, not on dreamcast...
