I can tell you firsthand that some are not. I even bought one specifically for that purpose, only to waste about 5 or 6 discs and realize that it couldn't burn past about 92 minutes. It was especially irritating since it claimed to support 99 minute overburn.

I ended up trying with my ASUS burner that I'd gotten in 2011 for about $20, and it's worked every time. If you want, I'll see if I can find the model number, but it may not be sold anymore.
