Yes but not only.I think that was the easy part.
I would like to know how you created the scene, the place. If you open the textures with a 3D program and then you arrange the view (i need exactly that view from above), add effects ecc...
Maybe you use the software Vue 7 Pioneer as suggested by Master Kyodai?
In my mind I would like to recreate in that way the Hazuki residence, yamanose , sakuragaoka and maybe dobuita.
Something like this (sorry if I use your picture but it serves to show you the idea, in case you don't want I will delete it):

Someone should send him the "STAGE" images. They'd probably be the best bet for easily converting a Shenmue environment into a static cel-shaded 2D background.

He modeled it himself using extracted shenmue textures and a 3d modeling program like 3ds max. I think he then imported it in to unity 3d and added the toon shader that's in it
