had to use jewel cases to seat the labels in, a lot of the games when given/bought, cases were in degrees of chipped, to outright shattered in total.
good thing they can take two disks by default, and some of the cases disk grip teeth were snapped on the outer side/front.
for single disk games, if the front housing has snapped off hinges (or one, the same) apply strips of sticky back transparent plastic at no more the 3mm width and 3 inches length. (max three per case front)
pin down the front tip of game case and the upper/lower of it and golden.
in a round about way, it's possible to reconstruct some cases by mix-n-matching them.
if it's just the one disk, the rear of the game case can take the disk, and the user manual. (front need not be opened in those instances)
doesn't do much for two disk games.
at least half the cases on my games when i got them was fucked, and i mean f00ked!
sitting down for a day playing tetris with retail case parts, recovered most of my stash, with the exception of four retails left in jewel cases, don't have the parts to remotely get another dreamcast retail case in a usable state, they're shagged to the max! (not fit for snorting coke off, that destroyed.)

for the ones recovered, there's a handful with fractured fronts and rears, and nothing could be done about that...
other than to bolster them with strips of sticky back transparent plastic.
