Arcade cabinets will be present by way of the Great Wishing Tree. Simply pop your finger in the hole, concentrate real hard on the thing you desire most, and BOOM!, it happens.

Seriously, though, Choubu seems like the perfect location for arcade cabinets as it's clearly designed with tourists in mind, so a recreational room in the hotel (or whatever it is) doesn't seem too far-fetched.
