Well i did some research and i found a pic of the heavenly beasts.

It shows the beats and a mountain called Hiei. Behind it is the demon gate. Is this the location of ChiYou. Another pic of similiar beasts had a centre saying Kyouto. I later found out that Kyouto is a place in Japan. COuld the location of the chiyoumen be north of Kyouto etc.

Nice chart, but it's a bit different with colors. Usually four animals are:

Black tortoise, Blue dragon, Red phoenix, and White tiger

As for Kyoto, yes, it's an ancient capital in Japan. But it would have nothing to do
with Shenmue. Every ancient capital had four guardians, Kyoto is not special.

ADDED: I suppose this chart is rather religious thing than a conventional mythology.
Mount Hiei is a sacred place, with Enryaku-ji, one of the biggest Buddhistic temple
in Japan on its top. That's why the chart looks a bit different from the ordinary one.
