In my rediscovery game, I was supposed to be meeting Charlie outside the arcade at 3pm. He never showed up!

What did I do wrong? What did I miss?

You should have come across him at the construction site in Sakuragaoka once you left home that morning. Once you beat him he will run off, that's fine - it's story related. Run around Dobuita until you find the little Chinese boy you saved. He will mention his grandmother who can read the Chinese letter for you. That's your next step.

I don't get why people always ask this...it's obvious after the encounter in Sakuragaoka that he was just trying to trap you, and obviously Ryo then knows the meeting at the arcade isn't going to happen...it's not even possible to get to the arcade without triggering the Charlie scene first, is it?

Nope. The fast travel is disabled from the Hazuki residence too, so it's forced.

Reminds me of my first playthrough when I did not realize that the guy following Ryo home in Sakuragaoka was Gui Zhang. The conversation led me to believe that he really was one of the black suits from the beginning.

It's hard to remember faces when each character/NPC has a unique one. The trick is to keep playing the game over, and over, and over, and over until you memorize it by heart
