I would still take caution and assume it's the European import until you get actual confirmation otherwise. It's in the category "foreign language books" instead of Video Games, has the wrong box preview as you've already noticed, and also shows a release date of August 21st despite the fact that the Japanese release date has not been announced. The Japanese version has additional changes over the west one, namely it's the only version with Japanese subtitles, so it's completely feasible that the Japanese release isn't actually finished yet hence why they haven't announced a release date over there yet.
As for the price and Amazon being the seller, I wouldn't consider it unusual. When Resident Evil 7 came out, I purchased the US release shipped and sold from US Amazon to get the prime discount, and what I got was the UK release with a PEGI rating on the box and the inability to download DLC for it from the US PSN store because it was really the UK copy. No idea why there were shipping the UK version to people in the US, but I don't think it's out of the realm of possibility for them to sell imported games. I got a partial refund from them for the mistake of sending me the wrong region RE7, but kept the game instead of exchanging since I also happened to have a UK PSN account for other reasons so I could get the DLC anyway. I'm not aware of specific examples of them intentionally selling imports, but Best Buy has done it before (they used to sell Japanese imports of popular Anime related games in stores, not sure if they still do that) so I can see Amazon doing the same if it's feasible for them to do it due to demand.
