How I think Chai will show up

The sequence will basically be a reimagining of the cut boat to Hong Kong sequence.

I was going to say that I don't think they are not going to make a new model of Chai only for a little appearance but after seeing the scene where Master Baihu appears...everything is possible. In my opinion, I think Chai will appear several times on screen as he did in Shenmue.

About the question, I think he'll appear when Ryo and Shenhua when they are off guard and he will try to steal the phoenix mirror again...

I don't think the boat chapter will ever be relevant again or used for anything. To me it always felt like they had already mixed it into, or merged it with, the ending of Shenmue I as we got to know it. With Ryo using the exact same elbow move to knock Chai into the water and all. I really doubt that the original intention was for that to happen twice.

To me it wouldn't make sense either to somehow revive it or have Chai show up during some boat trip, just because it had at one point been planned to happen during that one specific boat trip.

Confirmed by Yu Suzuki in this interview, though whether he'll be coming back as a flashback or in the flesh is currently unknown.

After seeing him teased in the most recent screenshots in the December update it seems even more likely that he'll make an appearance for real.

I'd like to see him catch Ryo and Shenhua off guard, just as they are making real progress on their quest.

I could imagine him stealing the Phoenix Mirror (for real this time), or kidnapping Shenhua... or perhaps both.

I'd be very surprised if he isn't in Shenmue III after being teased in both the Halloween update and the December update.

Ren has been confirmed. Guizhang, I think will be left for Shenmue 4, since he's been relegated to a "phone call" extra this time around.
