Not likely, though the NTSC-U version probably would have been a pain in the ass to get much like Panzer Dragoon Saga, Burning Rangers, Saturn Bomberman, and so on.

Considering Sega lost the source code for various Saturn games (I believe this includes Panzer Dragoon Saga and Burning Rangers), it wouldn't surprise me if the same thing happened to Shenmue Saturn.

How I pray to the gaming gods that a (near finished) build of that will leak one day.

The ROM files used in the arcade as the same files used if you get the game at the Tomato Mart.

So if it doesn't work in the arcade, it won't work if you try to play it on Ryo's Saturn.
