it's a japanese exclusive rpg for the famicom.
That is indeed a UFO.
There is an explosion currently going on in the screen, which is why the ocean is red.

Just searched for like 20 minutes. Nothing.
It looks very Star Tropics-y, but that's not Japan-exclusive. I wanted to say Lagrange Point for a second, but the style doesn't really match up.
