A home is where you make it really. It doesn't have to be a forum, it can be a Facebook page, YouTube comments section, Twitch streamers chat etc. Wherever you enjoy contributing and participating is where you should want to be.
In terms of Shenmue, apart from here, social media is where a lot of the other main Shenmue discussions and activity happen, but the structure of the Shenmue Community is built to offer outlets to cover whatever a user wants. Here focuses on in-depth and passionate posts, which can be understandably off-putting at times. Team Yu also has a forums section of their website which you may feel is less intense as here. If language isn't an issue, ShenmueMaster.fr also has a forum as part of their site make-up, however it's understandably for French visitors.
Facebook, such as 500k, Team Yu and others offer a more quick comment approach, which can be more suited to today's internet participation trends. The same goes for twitch/YouTube comments section. Whilst not impossible, it can be harder to get an in-depth conversation going with other like minded fans.
There are lots of old skool forums like this one such as the Hazuki Dojo (already mentioned by Ryan) or Shenmue UK, but these are more or less dead/inactive unless the owners restart pushing and promoting them. Here just stood the test of time really.
