Thanks I actually have US Shenmue. But would I be able to play a continued Shenmue II with English subtitles?

You can carry over your progress if you play the PAL versions of both titles. US Shenmue is not a PAL game. You need both Shenmue I and Shenmue II to be PAL version in order to carry your save file(s).

My advice would be to look for a Codebreaker. If you're willing to download and burn it then it's very easy to find.
It's the most simple and best working disc to get around region lock and missing VGA flags imho.
