As a "100% Newbie," allow me to teach you quickly that I'm no liar. I do not modify pictures and make false information on situations like this, unless maybe on April 1st, as Dæmos said. ;)

First of all, it seems much coincidence that the day which you tryed to dial-up was just the day when SEGA updated its server. Both dates, 22th February matches. Do you dial-up from time to time to try if it's gonna come back?
I'll make this simple for you. In the Shenmue Passport's "Urgent Messages" section, under "Topics" where you see the "22/02/06" update, the Dreamcast seeks out the file "topics.bin" for news and other info. Well, the "topics.bin" file in
http://passport.shenmue.com/passport_us/man/emg/topics.bin was actually updated. Someone took this bin, edited it to say what it says, and uploaded it back into this folder. Though you can't browse their site folders anymore, it's clear the files are
still there. Just click the link and download the topics.bin. If you have a hex editor, open that .bin file and see what comes up...
Do you see what I'm saying? Someone recently updated this specific file for the Passport, and uploaded it into this folder with the intention if telling us the Passport was being upgraded (brought back to life).
Edit: Ahhh... Look at this. Since shenmue.com came back, you've been able to browse their site folders, but now they are hidden, too. For instance, you could type
www.shenmue.com/Assets in your explorer bar and see all the files and folders in their "Assets" directory. Now, you get a 404 error, just like the Passport links I gave earlier.
http://www.shenmue.com/Assets/. But as you can clearly tell, the directory is still there, because all the site's images are inside that Assets directory...
