^Start What's Shenmue and find Mr Yukawa. Then, open the disc tray and insert Shenmue II. Load up a save near the end. You should have a "SEGA Confidential" tape and tape recorder on your inventory and stand under the shenmue tree and play the tape for 3 minutes. A portal appears, you step in: Shenmue III.

I have seen it before, but not in actual gameplay. Back then (summer of 2010) I was playing "Shenmue 1 BETA 0.400" and through it I was also examining the "debug menu". So, I found that scene like this way:
Step 1: On any disk [preferably Disk 3, because (about that scene) in Disk 1&2 you will not hear any voice and see any lips moving...], on the "debug menu", press the "X button" times the number of the Disk you have put in your Dreamcast / load in nullDC (for example, if you have put/load the Disk 2, then press the "X button" 2 times).
Step 2: Then, according to the Disk #, you have to press the "A button":
1 time, when you are on Disk 1
2 times, when you are on Disk 2
1 time, when you are on Disk 3
Step 3: The last step (and this is the tricky one) is, select the "ENTRY" option with your D-pad (UP/DOWN button) and then make it [with your D-pad (LEFT/RIGHT button)] so it is equals to "40".
Finally, press the "START button" (as you already know) and let it play the scene.
Alternatively: you can select the "AREA" option and enter "JOMO", then do what "Step 3" says.
Epilogically, to smoothen it up, I have uploaded a YouTube video that shows the whole procedure and the expected outcomes:
I took me hours to find out [again, as I did back then (but now I am knowledgeable about it, but at that time when I saw it for the first time, I was thrilled)] how to access that scene and I was only guided from what I could remember (the part when you have to set "ENTRY" to a number, was the most time consuming, because you have to search through various entries).
Hope you will find it interesting!

While searching for that scene I have found some other things, that I kept notes about for some of them, which you can check them out here, in a ...raw format:
"AREA": JOMO - The following numbers are "ENTRY" numbers 15 scene where little ryo eating carrots 17 letter scene 19 ryo to bed after chai battle 21 dumb scene where moneys get a boost 22 ryo reads the letter Iwao left 23 scene where ryo looking at the phonebook 24 ryo prays at the altar 26 dumb where music plays and there is no doors... 27 dumb where music plays for a bit and then blacked out... 29 dumb where ryo close the fingers of his right hand, then moody music plays and then blacked out... 30 dumb where ine san waits for ryo (somehow if you get close to ine, then ryo will look at her face continuously...) 31 dumb where music plays, which is then fade out and the blacked out... 32 dumb where uplifting music plays after and then fade out 33 scene where ine-san give to ryo his allowance 34 dumb where music plays and there is no doors... 35 scene where fuku-san asks for the letter of Zhu 36 ryo in front of the sega saturn 37 ryo in fron of the bed (close to the window), where a selection menu appears with two options: "Save" and "Settings" 38 scene where ryo speaks with nozomi at the telephone, where she asks to meet up at the sakuragaoka park, then it shows the scene at the park 39 scene where ryo speaks at the phone, but you can not hear any talking... (you can hear it on another disk) 40 scene where fuku-san gives ryo photo of father (but you can not hear any talking, unless if you see the scene on another disk maybe 3) 41 Fuku-san suggesting using the phonebook (works on all disks, but only in the first you will hear them talking and lips moving)
Maybe someday I will (go crazy enough and) start to examine all the Disks "one bite/"ENTRY" at a time".
P.S.#1: First Shenmue video I have uploaded on the web!
P.S.#2: Excuse moi for the watermark that is placed in the top-center of the screen. I could not find anything better than this, something as an absolutely free/annoying-less software.

Me, too, I haven't seen this scene before like many others. It's been said before, but that's the beauty about Shenmue. Always being able to discover something new even after such a long time. Just imagine what there would be to discover in the rest of the story (Shemue III). I mean there are ten chapters more to go.
