Hey, quick question,
I have a PAL Dreamcast and I live in the UK, I am using a VGA box to a HDMI upscaler to turn it from a VGA cable to an HDMI cable (720p/1080p).
These are the exact items i'm using for the VGA to HDMI (https://goo.gl/Z9kFQN) (https://goo.gl/cUfV8Z)
My question is will this Shenmue mod (https://goo.gl/jGCbyz) which is based on the NTSC-U version of Shenmue work on a PAL Dreamcast (using VGA to HDMI) correctly, with no Visual or Audio problems due to UK using 50hz and America use 60hz??

Yes, it will work. VGA mode only supports 60hz anyway, so if you're already using the VGA box with other games your display supports 60hz. The 50hz mode only applies to other modes like composite.
