I'll join you on playing Devil's Advocate here. Going back and reading Adam Doree's article and basing the facts that we do know now. It really doesn't seem to be that far fetched to think a version of Shenmue III would exist without Yu Suzuki's involvement. Suzuki himself has confirmed that the story is entirely done, which we already knew. I'm still of the belief that if Shenmue was completed all the way up to the end of II on the Sega Saturn, there's every bit of reason to think that III exists in some type of game form.
While there's no way to officially confirm if Shenmue III was prepared for next gen consoles, I do think if one had access to Sega AM2's vault, they would be surprised at what they see. After all, no one knew that Shenmue even existed as far back as the Sega Saturn until Sega themselves decided to reveal it.
