No. They are
STR files (.str). Unless if STR files are basically ADX, but with just a renamed extension, possibly... (It also contains STF files which, from what I have learned, are for subtitles).
In a post at Shenmue Master, the guy who figured out how to make a Japanese dub of Shenmue II on Xbox, said that he renamed the extension of STR files (that is .str· files from Dreamcast's Shenmue II's data folder), to the name of the extension of ADX files (that is .adx), and so he put those STR files (which he renamed their extension to .adx), to Xbox's Shenmue II's data folder. Yes, I found the tools you are talking about. As has been said previously, if STR files are basically ADX/AHX files, then it is not a big deal. I think I would just rename the extension and that is it (for example: E1234.adx => E1234.str) ...maybe.

Well, I have downloaded the Katana Windows SDK r10, but I am not familiar with it, yet. I just did a quick search in its folders, looking for a tool that would do the job, but I have not found anything, yet. Maybe I would need to study all the docks?

Basically, I want to create a voice dub for some scenes (and for some Free Quests, maybe) of my own voice. Later, I think to make a voice dub [for some scenes (and for some Free Quests, maybe)] of my native language.
The procedure I have in mind is this:
1. Extract all the STR files of free1/free2/free3.afs in a folder
2. Find the speech files I am interest for
3. Copy their names to a folder, along with what each of these speech files are saying
4. Delete those files from the folder
5. Record my voice saying those relevant lines and so create new .wav files
6. Covert the .wav files to
.str files [Or convert them to .adx/.ahx files and then rename the extension of those ADX/AHX files to the extension of STR files, that is .str]
7. Put those new STR (.str) files in that folder
8. Finally, create a new .cdi (or whatever) of Shenmue I.
